In the Scottish Rite, a Supreme Council governs within its own institutional framework.
Understanding the subject
Its powers must be read in the relevant constitution, rather than inferred from its name. A Grand Lodge and a Supreme Council are not interchangeable labels. Check which degrees and bodies fall within each jurisdiction, how officers are appointed and what agreements exist. Institutional precision is more respectful than inventing a single worldwide hierarchy.
A practical reflection
An organisational chart should show documented lines of responsibility. It should not place friendly bodies underneath one another merely because their websites exchange links. Cooperation, membership of a federation and direct governance are different relationships and need different descriptions.
Questions and answers

No. Authority depends on its own framework.
Does a title establish external recognition?
